Tracy McGrady will sign with the San Antonio Spurs for the rest of the season, league sources tell Y! Sports.

But seriously I think Ginobili might be hurting big time, hasn't played in last 10 games and thats why I think they added, I cant think of any other reason really they have a solid SG/SF rotation already...Danny Green/Kawhi Leonard/Ginobili and Nando De Colo

Yes, he is playoff eligible.  As long a player wasn't on a team and released after the deadline that was set to be eligible for playoffs they are fine.  So any player that did not play on an NBA team this year or was waived prior to that deadline can be signed and play in the playoffs.
