Him and Lebron are the only people in NBA history that averaged 20 points 5 rebounds 5 assists their rookie season...
Maybe the Kings know he will never be more then the best player on a terrible team...

He's unlikely to take anything less than the max if he gets offered an extension. If he gets an extension and stinks, Sac are stuck with an insane contract for 5 years
By letting him enter FA, 1 of 2 things happen:
He continues to not look very good, he realises his market value isn't as great as he thought it was, he gets offered a reasonable deal, he returns to the Kings
He breaks out, averages insane numbers, gets offered a max, Kings match, he returns to the Kings.
The only way he doesn't return to Sacramento is if he keeps up this "Solid stater but not quite all star" caliber play and some team overpays him by giving him the max. In which case, said team is stuck paying a 15/4/4 player the max for the foreseeable future. Sucks to be them.
This is the correct decision and I can't imagine a GM in the league who wouldn't do the same thing.
