Greatest athlete is very, very debatable. Greatest at what he does? Greatest all around in terms of accomplishment? Greatest all around in terms of body and athleticism?
It's tough to compare to athletes across sports, but he probably has a bigger right to call himself GOAT in his sport than MJ does in Basketball, than Gretzky does in Hockey or than Tiger does in Golf. His wins are measurable by seconds and milliseconds while with other sports you can debate wins + skill + accolades + teammates etc etc... and Bolt beats everyone and breaks every world record in his events, multiple times.
