If you buy the mac os cd thing that lets you have the mac operating system and you put it into your pc to install, is it the same thing as just buying a regular mac computer?

No. Pc's are specifically built for Windows operating systems.

Besides, isn't it illegal to install mac os on a pc?

its called hackintosh. i think its pretty complicated unless you know what you doing lol.
