The good part:
-Tells you whose posts you should pay special attention to. It can also tell you who to ignore/suspend/ban.
-Makes some people work harder to have the best "rep"
The bad part:
-Cliques form who "rep" each other's posts no matter what they are. Yes, people really do start caring that much about this kind of stuff.
-If you add the traditional rep system, giving someone negative feedback is possible. Controversial members who still may be good posters will get "negged" no matter what they type.
-Rep Wars will ensue. If someone get's "negged" they get all their friends to neg that person and then all that person's friends respond etc. It gets very, very childish.
-Some people are very sentimental and freak out when people "neg" them.

Most of the big forums don't use a rep/karma system because it doesn't do anything good for the forum. It's only going to get abuse by immature members. It can get abuse easily and it rarely works. Feelings and egos get bruised with negative rep.
We don't need a rep/karma system to give props for a good post or contribution. If you make a good post... people are going to show you love in the forum.
